Visa and Passport Regulations

The following information represents state regulations, procedures and requirements for travel to the Republic of Azerbaijan.


This information is only intended for familiarization of travelers with general rules associated with their travel.

Passport Regulations:


Arrival to and departure from Republic of Azerbaijan is exercised under one of the following documents:


  • National Passport
  • Diplomatic Passport
  • Service Passport
  • Identity card issued to sailors

For the Flight Crew the passport and general declaration is needed.

Crew members must wear uniforms


Persons distitute of nationality legally residing in Azerbaijan need one of the following documents:


  • Identification Card
  • Document certifying the permission to live in Azerabaijan

Foreigners or persons destitute of nationality need one of the following documents:


  • Valid passport and a visa issued by relevant agency of the Azerbaijan Republic
  • Persons whose temporary stay in Azerbaijan has been extended - valid identification documents (passport or other personal identification document) or a decision issued by the Azerbaijan State Migration Service on extension of temporary stay
  • Persons who received temporary residence permission - valid identification documents (passport or other personal identification document) and a decision issued by the Azerbaijan State Migration Service on extension of temporary stay
  • Persons who received permament residence permission in the Azerbaijan Republic - valid identification documents (passport or other personal identification document) and a permission issued by the Azerbaijan State Migration Service on permament extension of temporary stay

Foreign nationals and persons destitute opf nationality may enter and exit Azerbaijan via specially alloted border control posts on the basis of a visa issued on personal passport or any other document substituting the passport as consistent with treaties signed or joined to by the Republic of Azerbaijan


Entry regulations:


For most citizens of the CIS countries and Turkey, a visa to Azerbaijan is not required.

Citizens of other countries are required to receive a visa at an Azerbaijani consulate or a consulate-general in foreign countries.

According to a Decree of the President of the Republic of Azerbaijan "On certain issues pertaining to the issue of visas to foreign nationals and stateless persons traveling to the Republic of Azerbaijan" dated 13 September 2010, foreign nationals and stateless persons may, starting from 15 October 2010, apply for visa directly to the Ministry of Foreign Affairs of the Republic of Azerbaijan in the following cases:

  • In cases envisaged under interstate and intergovernmental treaties of the Republic of Azerbaijan;
  • Persons visiting the Republic of Azerbaijan on an official invitation of the President of the Republic of Azerbaijan, the Prime Minister of the Republic of Azerbaijan, the Chairman of the Milli Majlis of the Republic of Azerbaijan, the Chief-of-Staff of the Presidential Administration of the Republic of Azerbaijan, the Chairman of the Supreme Majlis of the Nakhchivan Autonomous Republic;
  • Persons visiting the Republic of Azerbaijan on an official invitation of the Chairman of the Constitutional Court of the Republic of Azerbaijan, the Chairman of the Supreme Court of the Republic of Azerbaijan, the Prosecutor-General of the Republic of Azerbaijan, the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, the Chairman of the Central Election Commission of the Republic of Azerbaijan, the head of a central executive authority of the Republic of Azerbaijan, the Chairman of the Central Bank of the Republic of Azerbaijan, the Head of the Administrative Department of the President of the Republic of Azerbaijan, the Head of the Special Medical Service of the President of the Republic of Azerbaijan, the management of the National Olympic Committee of the Republic of Azerbaijan, the Chairman of the Caucasus Muslims Clerical Office of, heads of foreign companies operating in the Republic of Azerbaijan in accordance with international treaties supported by the Republic of Azerbaijan and agreed with the State Migration Service of the Republic of Azerbaijan;
  • Employees of foreign diplomatic offices, consulates and representative offices of international organizations in the Republic of Azerbaijan, administrative and technical staff and their family members, as well as foreign citizens visiting the Republic of Azerbaijan on special diplomatic missions;
  • Persons visiting the Republic of Azerbaijan on an official invitation of the Ministry of Emergencies of the Republic of Azerbaijan to participate in the operations to eliminate the consequences of emergency situations;
  • Persons visiting the Republic of Azerbaijan due to the death of a family member (on the basis of confirmation documents);
  • In the event of visit by citizens of countries which do not have accredited diplomatic missions and consulates of the Republic of Azerbaijan but have direct air communication with the Republic of Azerbaijan.

Visa Fees:


Visa fees applied to foreign nationals and apatrides are equal to the fees applied to Azerbaijan nationals. For instance, visa fee applied to Azerbaijani nationals for processing of a visa to Germany makes 60 EUR. The same ammount is collected from German nationals for entry to Azerbaijan.

Nationals of the below listed countries are free from visa fees:


1. Holders of Turkish ordinary passports.

  • When issued at diplomatic missions or consulates;
  • 10 USD charged for visa at international airports of Azerbaijan

2. Holders of ordinary Japanese passports receive 30-day free visa.

3. Holders of ordinary passports of the Islamic Republic of Pakistan receive 15-day free visa
